This position is part of the Department of Defense . The incumbent will serve as a Supervisory Management and Program Analyst. The position also functions as Deputy Director of the Defense Microelectronics Activity (DMEA). This position reports to the DMEA Director.
Duties
As a Supervisory Management and Program Analyst at the NH-0343-4 some of your typical work assignments may include:
Plans, directs, organizes, coordinates and controls operations of the Defense Microelectronics Activity through policy determinations, establishment of organization objectives, and operational decisions.
Prepares, reviews, and approves reports or policies of organization for internal and external distribution.
Oversees technical management and provides counsel on matters affecting planning of long term (3-5 years) broad-spectrum technical programs.
Directs day-to-day activities of the directorate to ensure external taskings are completed successfully and implements strategic plans within and across organizational components according to the broad guidance of the Director and external mission partners.
Responsibilities of the position cover diverse sciences and technologies ranging across all technical fields.
Maintains an expert understanding as the technical authority of a wide range of multi-faceted qualitative and/or quantitative methods for the assessment and improvement of program effectiveness, and for the improvement of highly complex management processes, systems, techniques, scientific methods, data evaluation systems and standards related to technology and system assessments to support the organizational mission.

Qualifications
You may qualify at the NH-4 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-3 (GS13) grade level in the Federal service:
Interprets and leverages operational data to improve business processes, from financial/budgeting forecasting to performance metrics to ensure sustainable business growth.
Leads diverse senior leaders across different departments (finance, operations, facilities, security, HR, IT, contracting, etc.) to align them with business objectives and operations and to negotiate effectively with management.
Performs qualitative and/or quantitative assessments to determine risks and improve program effectiveness of complex management processes, systems, techniques, scientific methods, data evaluation systems, and standards related to technology and system assessments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
