This position serves as a Program Analyst for the VA Northern California Health Care System (VANCHCS) Primary Care Service and is located at the Sacramento VA Medical Center at Mather, CA.
Duties
Major duties include, but are not limited to the following:
Provides critical analysis in a timely fashion of local, VISN and Central Office proposals
with direct or indirect impact on Primary Care Service.
Participates in development of detailed systems to improve the function of medical care with an emphasis on program
development and giving specific attention to all aspects of programmatic implementation within VANCHCS. Scrutinize all aspects of Primary Care Service for cost effectiveness and maximization of local resources including personnel activities.
Plans and/or accomplishes special projects. Effectively enhances the ability of the office
to support overall mission requirements through developing methods for automating
administrative data collection requirements and reports considering the
interrelationships of reports and multiple uses of data.
Work Schedule: Monday-Friday. 8:00am-4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 or higher. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 or higher in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or problems. This includes, but is not limited to qualitative and quantitative data collection methods, trending and the use of statistical tools, analyses, and presentation of data for use in decision making.(This experience must be well documented in your resume or application package.)] OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Master's degree or 2 full years of progressively higher level graduate education LL.B. or J.D., if related leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. Physical Requirements: The work is mainly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
