This position serves as a Supervisory Program Analyst within the Community Care, located at McClellan VA Site of Care for the VA Northern California Health Care System (VANCHCS) in McClellan, CA.
Duties

Duties may include, but are not limited to the following:
Supervises a group of employees providing administrative and technical supervision necessary for accomplishing the work of the unit.
Develops guidelines, instructional methods, materials, etc., and new or improved applications of educational technology to training programs.
Administers operating programs and activities supporting benefits and services provided to Veterans,
their dependents, or beneficiaries.
Performs the administrative and personnel management functions relative to staff supervised.
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Performs management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, etc.
Reviews budgetary reports and records to evaluate cost trends, determines areas which require further scrutiny.
Analyzes program trends and forecasts anticipated changes in costs, workloads, and
staffing requirements.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Analyst and that is typically in or related to the work of the position to be filled. Specialized experience includes providing direction, guidance, supervision to staff; administering operating programs and activities supporting benefits and services; analyzing and preparing program status reports, trends and forecasts on a quantitative or qualitative basis; and using software programs to input, track, formulate data, and to interpret and present the data. NOTE: our experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR-
EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Program Analyst position. COMBINATION: Have equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of the Program Analyst position and must have been obtained in an accredited college or university. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although there may be some physical effort required using computers or transporting documents, presentations, and pamphlets to outreach events. The physical demands of the job are generally limited to movement around the Health Care System to coordinate with various individuals. Ability to move from work area to work area by walking or motor transport is needed. The mental stress of the job is constant, and it is considered a significant factor.
