Incumbent serves as Supervisory Program Analyst for 3 or more Program Analyst/Specialist staff that are responsible for the analyzing all Consult and Budgetary data related to the outsourcing of Community Care Consults. This individual has responsibility for directing, planning, organizing, controlling, and coordinating administration of all Non-VA Care/Fee programs, Sharing Agreements, and other contract and agreement services.
Duties
Major duties include but are not limited to:
Directly supervises a group of employees performing work at the GS-7, and GS-9 level, providing administrative and technical supervision necessary for accomplishing the work of the unit.
Develops guidelines, instructional methods, materials, etc., and new or improved applications of educational technology to training programs.
Provides guidance to operating programs in establishing their internal training programs, developing, or obtaining training aids, and selecting pertinent government and non-government training resources Develops and updates training guides and plans and written internal procedures.
Develops and modifies courses and researches and recommends new or alternative training sources for an organization whose workforce has complex and/or difficult to understand duties.
Administers operating programs and activities supporting benefits and services provided to Veterans, their dependents, or beneficiaries.
Manages, directs, or assists in managing or directing, one or more programs to deliver or support delivery of services and benefits to Veterans, their dependents, or beneficiaries, such as voluntary services, or health and safety services.
Directs administrative activities within the product/service line to support the organization's business goals and objectives.
Work Schedule: Full Time, Monday - Friday, 8:00am - 4:30pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administrative, technical and managerial advice for decision making. The work encompasses studies to validate data and improve systems, dissemination of information to Service Chiefs and other staff, and correspondence and submission or reports to both internal and external entities such as the VISN, VA Headquarters, and outside partners. The incumbent may be assigned portions of broader studies occurring throughout the organization or may participate in evaluations of programs and effectiveness at the operating level and may be required to supplement established administrative regulations or program guidance.

To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although there may be some physical effort required using computers or transporting documents, presentations, and pamphlets to outreach events. The physical demands of the job are generally limited to movement around the Health Care System to coordinate with various xxx or individuals. Ability to move from work area to work area by walking or motor transport is needed. The mental stress of the job is constant, and it is considered a significant factor. However, there should be intermittent job satisfaction to relieve some of the tension and frustration.
