This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA SECDEF COMMUNICATIONS.

Duties

Exercises significant responsibilities in dealing with senior officials of other units or organizations, and in advising high ranking management officials on unclassified and classified C4I operational issues. Reviews, analyzes, and actions orders, directives, and Authorized Service Interruption (ASI) reports issued by Department of Defense (DoD), DISA, National Security Agency (NSA) and other government agencies. Develops new program initiatives to address emerging technologies with solutions that balance operational requirements with the mission. Provides direction / oversight for SDC IT Support Contract in VIP Support, Helpdesk, Server Ops, Network Ops, Voice and Video Services and Applications Development. Develops, implements, and ensures compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of assigned mission and functions required to meet the SDC mission.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

  • Must be able to obtain and maintain access to classified information and eligibility to have the appropriate security clearance as a condition of employment.
  • This position requires the incumbent to travel away from their normal duty station to other locations within the continental United States or other locations outside the continental United States up to 25 percent of the time.
  • This is a Mission Essential position.
  • This position requires the incumbent to work an alternative or shift work schedule.
  • The incumbent is required to submit a Financial Disclosure Statement, OGE-450 Executive Branch Confidential Financial Disclosure Report.
  • Logistics support specifically requires loading and unloading aircraft to include communications and security support equipment, as well as personal baggage. Incumbent must be able to lift baggage weighing up to 50 lbs.
  • In accordance with DoD 8140 policy series, the position is subjected to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. OR Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. AND Qualifying Experience: To qualify at the GS-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience managing "Global communication and network services" across multiple platforms and developing strategies and guidance that govern the planning and delivery of network and customer centric information environments. Experience must include Network engineering, Active Directory, Microsoft Server & Exchange and Hyper-convergence technologies. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
