This position is in the Sector Operations Division in the Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC). This position is advertised equivalent to SES/SL in pay, MCC uses a pay banded system to compensate employees. This position is pay band MC-2D which is generally equal to SES/SL pay only.

Duties

As Practice Leader and Senior Director for Program Financial Services, you will serve as the leader of MCC's policies and practices for the Program Financial Services function. Program Financial Services provides financial management oversight, technical assistance, and advisory services across MCC's portfolio to ensure proper stewardship of grant funding. You will lead teams and engagements in the Practice Unit (Program Financial Services) area of expertise and provide leadership, strategic guidance, and oversight over the execution of MCC's Program Financial Services (PFS) sector portfolio. As Practice Leader and Senior Director, you will: Lead the development of MCC's approaches to program financial management issues. Provide leadership, strategic and technical guidance, and oversight over the execution of PFS' portfolio. Possess advanced knowledge of financial management and accounting principles to facilitate management and direction of a global financial planning, analysis, and reporting program. Serve as a strategic business partner for Department of Compact Operations' leadership by developing long-term program plans, goals, objectives, and metrics to analyze the financial management of existing programs across MCC's global portfolio and/or the feasibility of new program initiatives. Develop PFS related policies, procedures or guidelines that support program operations, or develop new criteria for measuring program accomplishments. Provide quality control of MCC staff oversight over the establishment of grant/financial management related procedures and functions, including the analysis of systems, policies, procedures, practices, and institutions; review of sector project design, implementation strategies and financing modalities for project activities. Provide quality control of MCC staff oversight over the execution of PFS' procedures and functions, including technical input and no-objection on key program documents, contractor deliverables, management of audit plans and contracts, other consultancy services, field missions, workplans, and a responsible hand-over of PFS functions, as relevant, to partner government authorities. Coordinate PFS engagement and oversight of grantee and MCC financial audits. Ensure timely and effective follow-up to individual audit findings. Identify key financial audit risks across the portfolio and develop appropriate mitigation measures. Conduct public financial management (PFM) assessments of host country financial management systems. Build grantee's PFM capacity to ensure that MCC program investments can be sustained. Provide intellectual and technical leadership over MCC's approach to PFM. Represent MCC in external forums vis-ร -vis technical discussions, deliberations, and other knowledge management activities within the Practice Unit's area of expertise. Coordinate development, implementation, delivery, and oversight of grantee's human resources policies and procedures. Supervise and develop staff resources to ensure MCC provides sufficient oversight, assistance and support to projects or activities. Recruit, deploy, and manage consultants to provide expert advice in Program Financial Services. Exercise technical and administrative supervision of subordinates ensuring a continuing affirmative application of MCC policies concerning equal opportunity. Perform other related duties as assigned.

Qualifications

To qualify for pay band 2D you must meet the following: Have at least one year of specialized experience comparable to the MCC Pay Band 3a or GS-15 or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. This experience must include activities such as: experience with project and program design, development and administration sufficient to plan, develop and coordinate MCC-wide programs and strategies and to formulate MCC's Program Financial Services sector initiatives; experience applying rules, regulations, procedures, administrative policies and laws relating to Program Financial Services sector aspects of compact development and implementation; experience that required knowledge of U.S. and international banking laws and regulations sufficient to develop corporate policies and procedures sufficient to monitor and ensure the fiscal integrity of payments/funding; and experience working in a cross-cultural environment.
