The primary purpose of this position is to lead and conduct Unit Effectiveness Inspections. In addition, this position serves as an Agency-level focal point for long-range Unit Effectiveness Inspection (UEI) plans; new programs; and for interpreting and implementing Air Force inspection policy.

Duties

MAJCOM IG inspector and Subject Matter Expert related to planning, organizing, and executing a wide range of complex activities for the Agency's Unit Effectiveness Inspection Program, unit's manpower, unit guidance, and Airmen's Time Evaluation Programs, both virtually and in-person. Integrates and directs Agency planning activities. Manages complex programs, projects, plans, and identifies difficult issues requiring modification to existing policies or processes; performs analysis for potential mission impact. Support management of the integration of multi-disciplinary resources necessary to support Agency tasks and projects. Performs thorough analysis of unit capabilities versus inspection requirements to determine the most efficient inspection approaches to minimize costs and maximize unit resource management. Represents the IG with a variety of installation, functional area, and federal organizations.

  • MAJCOM, FOA or AF level inspector experience highly desired.
  • AFIA Inspector General Training Course (IGTC) graduate highly desired.
  • Master Processing Officer (Black Belt or Green Belt) Continuous Process Improvement experience highly desired.

Qualifications

COND'T- to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of laws and regulations to inspection, investigation, enforcement, and/or compliance work. Work at this level involves developing new techniques, legal processes and approaches, and requires mastery of advanced principles and concepts of a field. Mastery knowledge of title 10 requirements that the AF Inspector General must fulfill to meet US laws. Knowledge with collecting and analyzing operational and strategic intelligence from wide-ranging sources including Federal, State, and local law enforcement agencies, military departments, foreign governments, financial institutions, and technology companies. Knowledge and practical experience of theory, principles, methods, practices and techniques of Management Inspections and Unit Effectiveness Inspections to include management on DOD driven "By- Law" programs. Knowledge of the inspection of organizational programs, mission, and functions regarding programmed inspections, schedules, and activities that are large-scale and/or multi-jurisdictional investigations where methods are subject to changing legal admissibility. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the functions of the Inspector General and interrelationships among field operating agencies, direct reporting units, major command and subordinate unit missions, programs, systems, procedures, and activities; including the regulatory and policy framework. Knowledge and practical experience of theory, principles, methods, practices and techniques of Management Inspections and Unit Effectiveness Inspections to include management on DOD driven "By- Law" programs. Extensive knowledge in all major functional areas of the AF inspection system with emphasis on inspection of MAJCOM/FLDCOM, DRU, FOA, Center and NAF, scheduling and gate-keeping for all DOD and AF inspections, Commander's Inspection Program, and self-assessment programs. Knowledge of the complex interrelationships of the many levels of decision-making authority within the DoD inspection enterprise. Skill to analyze problems, establish objectives, carry out projects, assess and evaluate inspection guidance content Ability to manage/lead specialized teams of diverse employees to oversee the overall planning, direction and timely execution of inspection programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
