The primary purpose of this position is to conduct and lead inspection teams to conduct Unit Effectiveness Inspections, Management Inspections and Directed Inspections of Air Force (AF)-level organizations at the Secretary of the Air Force (SAF), Headquarters Air Force (HAF), Field Operating Agency (FOA), Direct Reporting Unit (DRU) and Major Command (MAJCOM).

Duties

Manages Major Command (MAJCOM) Inspector General (IG) programs. As the subject matter expert (SME) the position serves as the Major Command (MAJCOM) Inspector General (IG) Authority for Gatekeeper, Management Internal Control Toolset (MICT), and By-Law program inspections. MAJCOM IG Inspector. As Subject Matter Expert (SME) the position plans, organizes, and develops the implementation of the Air Force. Develops and implements enterprise-wide policies, programs, and procedures for the Air Force. Inspection Team Lead/Subject Matter Expert for Communications and Information (C & I).

  • Major Command (MAJCOM), Field Operating Agency (FOA) or Air Force (AF) level inspector experience highly desired.
  • Bachelor or Master’s Degree in a related field is highly desired.
  • Experience related to AF or Department of Defense (DOD) network operations is highly desired.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. (Cont’d)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex inspection and/or compliance principles, concepts, and practices sufficient to conduct inspections, interpret complex policies/regulations, recognize and resolve significant discrepancies and/or inconsistencies among findings. Comprehensive working knowledge of Title 10 requirements that the Air Force (AF) Inspector General must fulfill to meet US Laws. Knowledge with collecting and analyzing operational and strategic intelligence from wide-ranging sources including Federal, State, and local law enforcement agencies, military departments, foreign governments, financial institutions, and technology companies. Knowledge of the structure and hierarchy of the organization, Department of Defense, Air Force Secretariat, Air Staff Offices (two-letter offices) and Major Commands to facilitate interactions with The Inspector General (TIG) and senior officers in those organizations and required correspondence and staff work for the Headquarters Air Force (HAF), Secretary of the Air Force Inspector General (SAF/IG) Major Command (MAJCOM) and Department of Defense (DoD). Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources; and of the mission, capabilities, organizations and operations of the Inspector General. Knowledge of the inspection of organizational programs, mission and functions regarding programmed inspections, schedules and readiness activities that are large-scale and/or multi-jurisdictional investigations where methods are subject to changing legal admissibility. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the functions of the Inspector General and interrelationships among field operating agencies, direct reporting units, major command and subordinate unit missions, programs, systems, procedures, and activities; plus the regulatory and policy framework. 2. Professional knowledge and practical experience of theory, principles, methods, practices and techniques of Unit Effectiveness Inspections to include management of and inspections on Wounded, Ill and Injured programs, and other Department of Defense (DOD) driven "By-Law" programs. 3. Requires extensive subject matter knowledge in all major functional areas of the AF inspection system with emphasis on inspection of Field Operating Agency (FOA) and Direct Reporting Unit (DRU), scheduling and gatekeeping for all DOD and AF inspections, Commander's Inspection Program, and self-assessment programs. Proven experience in providing senior leaders data-driven recommendations for improvement via accurate and informative reports, briefings and official correspondence. In-depth knowledge and experience of AF Inspection System execution from hands-on perspective-specifically with Unit Effectiveness Inspections, and use of AF Inspection System information technology systems such as SharePoint, AF Gatekeeper, Inspector General Evaluation Management System (IGEMS), and Management Internal Control Toolset (MICT). 4. Requires knowledge of the complex interrelationships of the many levels of decision-making authority within the DOD inspection enterprise, e.g.; base, MAJCOM, Air Staff, Secretary of the Air Force (SAF) , Office of the Secretary of Defense (OSD), and Department of Defense (DOD), to aid in resolving problems. 5. Professional abilities to manage/lead specialized teams of diverse civilian and military employees (ranging in grade from E-7/GS-9 to O-5/GS-14) and oversee the overall planning, direction and timely execution of the AF's inspection program that impacts MAJCOM and Higher Headquarters personnel. 6. Ability to analyze problems, establish objectives, carry out projects and assess progress. Ability to evaluate inspection guidance content and effectiveness and recommend updates, and improvements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
