The primary purpose of this position is to lead inspection teams to conduct Headquarters Inspections (HQI), Unit Effectiveness Inspections (UEI), and Directed Inspections (DI) of AF-level organizations at the SAF, HAF, FOAs, DRUs and MAJCOMs reporting directly to the Air Force Inspector General (TIG).

Duties

MAJCOM/ FOA/DRU IG Inspector and Human Resource Program Subject Matter Expert. Serves as Lead for HQIs, UEIs, and DIs. Prepares, edits, and reviews written memoranda and final reports to ensure completeness and accuracy. Prepares and presents written HQI, UEI, and DI proposals based on requests from Air Staff/MAJCOMs/ FOAs/DRUs and personal knowledge of existing or potential problems.

  • MAJCOM, FOA, DRU or AF level inspector experience highly desired.
  • AFIA Inspector General Training Course (IGTC) graduate highly desired.
  • Continuous Process Improvement experience highly desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of title 10 requirements that the AF Inspector General must fulfill to meet US laws. Knowledge with collecting and analyzing operational and strategic intelligence from wide-ranging sources including Federal, State, and local law enforcement agencies, military departments, foreign governments, financial institutions, and technology companies. Knowledge of the inspection of organizational programs, mission and functions regarding programmed inspections, schedules and readiness activities that are large-scale and/or multi-jurisdictional investigations where methods are subject to changing legal admissibility. Knowledge of the structure and hierarchy of the organization, Department of Defense, Air Force Secretariat, Air Staff Offices (two-letter offices) and Major Commands, Field Operating Agencies and Direct Reporting Units to facilitate interactions with The Inspector General (TIG) and senior officers in those organizations and required correspondence and staff work for the HAF, SAF/IG, MAJCOM, and DoD. Knowledge regarding the interworking's of AF senior leaders and groups such as Inspection Process Review Groups, IG Advisory Board, and Inspection System Council. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the functions of the Inspector General and interrelationships among field operating agencies, direct reporting units, major command and subordinate unit missions, programs, systems, procedures, and activities; plus the regulatory and policy framework. Professional abilities to manage/lead specialized teams of diverse civilian and military employees (ranging in grade from E-7/GS-9 to O-5/GS-14) and oversee the overall planning, direction and timely execution of the AF's inspection program that impacts MAJCOM/FOA/ DRU and Higher Headquarters personnel. Professional knowledge and practical experience of theory, principles, methods, practices and techniques of Headquarters Inspections and Unit Effectiveness Inspections to include management of and inspections on Wounded, Ill and Injured programs, and other DOD driven "By-Law" programs. Ability to analyze problems, establish objectives, carry out projects and assess progress. Ability to evaluate inspection guidance content and effectiveness and recommend updates, and improvements. Requires extensive subject matter knowledge in all major functional areas of the AF inspection system with emphasis on inspection of MAJCOMs, FOAs and DRUs, scheduling and gatekeeping for all DOD and AF inspections, Commander's Inspection Program, and self-assessment programs. Proven experience in providing senior leaders data-driven recommendations for improvement via accurate and informative reports, briefings and official correspondence. In-depth knowledge and experience of AF Inspection System execution from hands-on perspective-specifically with Headquarters Inspections, Unit Effectiveness Inspections, and use of AF Inspection System information technology systems such as SharePoint, AF GateKeeper, IGEMS, MICT and SACs. Requires knowledge of the complex interrelationships of the many levels of decision-making authority within the DOD inspection enterprise, e.g.; base, MAJCOM, Air Staff, SAF, OSD, and DOD, to aid in resolving problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
