The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, exercising control over nonsupervisory employees assigned to the Air Force Inspection Agency, Inspections Directorate, Headquarters Inspection Division.

Duties

Plans, organizes, and directs the activities of Inspections Directorate Inspection Division, ensuring that all activities comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Integrates and directs Agency planning activities. Manages complex programs, projects, plans, and identifies difficult issues requiring modification to existing policies or processes; performs analysis for potential mission impact. Performs Team Chief, Team Lead, or Inspection Council Lead duties as assigned on all inspection activities conducted for the Agency.

  • Will be required to travel by military and/or civilian aircraft in the performance of official duties and will be TDY approximately 90-120 days per year.
  • Must be able to obtain and maintain a Top Secret Clearance.
  • The ability to perform occasional overtime while occasionally being required to work in a variety of facilities and outside locations under various weather conditions.
  • Master's Degree in management or professional degree is highly desired.
  • Overtime and/or emergency overtime may be required.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801. SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL APPLICANTS: Current Federal Employees must have at least one (1) year of specialized experience at the GS-13 grade level. Specialized experience must include professional knowledge of the functions of the Inspector General and interrelationships among major command missions, programs, systems, procedures, and activities, plus the regulatory and policy framework, and knowledge of safety and security regulations, practices, and procedures. Expert knowledge and practical experience on continuous process improvement as well as the principles and techniques pertaining resources as they relate to organizational efficiency, effectiveness and operations. Expert knowledge on the generation and use of metrics. Comprehensive knowledge of the complex interrelationships of the many levels of decision-making authority within the DoD inspection enterprise, e.g.; base, MAJCOM, Air Staff, SAF, OSD, and DoD, to aid in resolving problems. SPECIALIZED EXPERIENCE FOR CURRENT NON-FEDERAL APPLICANTS: Non-Federal employment applicants must have at least one (1) year of specialized experience at the GS-14 grade level. Specialized experience must include professional knowledge of the functions of the Inspector General and interrelationships among major command missions, programs, systems, procedures, and activities, plus the regulatory and policy framework, and knowledge of safety and security regulations, practices, and procedures. Expert knowledge and practical experience on continuous process improvement as well as the principles and techniques pertaining resources as they relate to organizational efficiency, effectiveness and operations. Expert knowledge on the generation and use of metrics. Comprehensive knowledge of the complex interrelationships of the many levels of decision-making authority within the DoD inspection enterprise, e.g.; base, MAJCOM, Air Staff, SAF, OSD, and DoD, to aid in resolving problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL APPLICANTS:Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT NON-FEDERAL APPLICANTS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of the functions of the Inspector General and interrelationships among major command missions, programs, systems, procedures, and activities, plus the regulatory and policy framework, and knowledge of safety and security regulations, practices, and procedures. Ability to manage/lead specialized teams of diverse civilian and military employees (ranging grade from GS-09 to GS-15 and MSgt to Lt Col) and oversee the overall planning, direction, and timely execution of the Air Force inspection program that impacts AF, MAJCOM, and FOA/DRU personnel. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. The ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Expert knowledge and practical experience on continuous process improvement as well as the principles and techniques pertaining resources as they relate to organizational efficiency, effectiveness and operations. Expert knowledge on the generation and use of metrics. Extensive subject matter expertise in all major functional areas of the Air Force Inspection System to include HQIs, UEIs, Directed Inspections, Commander's Inspection Programs, Headquarter-level inspections and Oversight inspections and data analysis used to provide senior leaders with data driven decisions for improvement. In-depth knowledge and experience of Air Force Inspection System execution from a senior command-level perspective above the group level is essential. Comprehensive knowledge of the complex interrelationships of the many levels of decision-making authority within the DoD inspection enterprise, e.g.; base, MAJCOM, Air Staff, SAF, OSD, and DoD, to aid in resolving problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
