Duties

WHAT IS THE ON LINE SERVICESDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: The following are the duties of this position at the full working level. Consults with project and program managers to establish and define the overall goals and objectives, prepares short- and long-term action plans and schedules for various phases of a project. Collects, analyzes, and consolidates data and status reports to determine impact on resources, effectiveness, and compliance with established goals and objectives. Prepares required narrative, statistical reports, and recommends necessary corrective measures. Develops, modifies or provides input to project plans such as the Project Management and Acquisition Financial Management Plans, Cost Analysis and Technical project documentation. Maintains systems to review, control, and report on project status. Monitors projects and coordinates with project stakeholders to adjusts work plans, schedules, and assignments for project accomplishment. Analyzes project data and requirements to identify problem areas, assess impact, and formulate solutions. Conducts regular risk assessments and maintains communications on the risks to appropriate levels within the organization. Provides input to project and program managers on mitigating the risks, and ensure risks are properly incorporated into overall project plans and schedules. Champions the use of modern technology development and management approaches, drawing heavily upon best practices from the technology industry such as open source and agile development. Provides input on standard operating procedures and IRMs, policy issuances, and other written guidelines and recommendations. Serves as a key coordinator within the organization in the adoption and implementation of policy proposals developed.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 Level: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience using analytical and evaluative methods, both qualitative and quantitative, for assessing program development, measuring and evaluating program compliance and accomplishments, identifying significant program or resource issues, and improving organizational effectiveness and efficiency. Experience applying project and application management principles and processes including traditional project management, rational unified process, waterfall and Agile and basic system engineering processes related to application and online service design, development, and deployment. This includes experience of project management best practice, coordinating and integrating project objectives and recommendations with key line and/or staff functions of the Service. Experience communicating effectively both orally and in writing to develop briefings, status reports and present plans and proposals. AND TIME-IN-GRADE REQUIREMENTS: GS-14:You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
