This position is in the Environmental Management Section (EMS), in the Facility Management Service at Orlando VA Medical Center, Orlando, Florida. The position serves as a specialist under the Chief and is responsible for managing programs and procedures and monitors these programs and procedures to assure quality improvement and desired results are obtained throughout Facilities Management.
Duties
Major Duties:
Tailor quality program management strategies and techniques to fit the operations, culture and interests of the installation's management and staff.
Analyze management techniques, processes, and styles for improving organizational effectiveness.
Responsible for auditing data and performing data validation studies, working with other Data Management Specialist on a daily basis, writing of policies and procedures and collection of data.
Consider, evaluate, and install new equipment, software, and upgrades for existing personal computer systems and trains employees to use the system.
Works closely with the Contracting Officer's Representative (COR) to monitor contract compliance, invoices, and payment processing.
Maintains the procurement/purchasing records, reports, and other budget items.
Drafts and reviews variety of basic non-technical correspondence for content, correct grammar, spelling, capitalization, punctuation, and appropriate format.
Serves as the liaison to schedule meetings, obtain conference rooms, arrange for, monitor, and secure equipment, teleconference lines, videoconference equipment, services, and products and copies as needed.
Responsible for receipt and distribution of all mail and correspondence for the office ensuring items requiring follow up or actions are appropriately suspended and presented for completion.
Serve as the back-up timekeeper
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-4 position you must have served 52 weeks at the GS-3. For a GS-5 position you must have served 52 weeks at the ???????GS-4. For a GS-6 position you must have served 52 weeks at the ???????GS-5.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. General Experience: You must have one year of general experience equivalent to at least the next lower grade GS-3 in the normal line of progression for the occupation in the organization. Examples of general experience would typically include, but are not limited to: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Associate's or equivalent degree or 2 full years of post-high school education leading to such a degree or LL.M., if related. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year post- high school.
???????GS-5 Specialized Experience:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing, administering, coordinating, and monitoring operating programs; identify problem areas in work processes, procedures, information systems and content; collecting and auditing data; performing data validation studies; writing of policies and procedures; consider, evaluate, and install new equipment, software and upgrades; coordinating, planning, and implementing training activities; maintains purchasing/procurement records, reports, and other budget items; monitors and controls business papers, correspondence, and records including the coordination of minutes. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Bachelor's or equivalent degree or 4 full years of post-high school education leading to such a degree or LL.M., if related. Physical Requirements: Physical demands require walking, sitting, bending, and lifting items not in excess of 50 lbs. May be required to perform duties at various campuses (Brevard, Kissimmee, Sanford, and Orlando).
