About the Position: Manages several military personnel action programs for an installation: Awards, Promotions, Schools, Assignments, Retirements and Separations, Recruitment and Retention, and Special Actions. This position is located with the Reserve Personnel Management Directorate within the Human Resources Command (HRC).
Duties
Responsibility over an organization that provides technical advice and guidance regarding Military readiness, retention, awards, records management, and personnel actions within the RPMD.
Provides interpretation, development, implementation and administration of a variety of Military HR Program areas.
Duties require a comprehensive knowledge of the laws, rules, regulations and policies governing the programs, and a thorough knowledge of the basic concepts, principles, and theories of personnel management.
Develops, plans and makes changes in the organization of work to achieve efficient and economical operations within established policies and procedures.
Supervises 6 or more Human Resource Assistants to plan, guide, and direct overall actions in order to meet goals, objectives and priorities IAW established policies, rules, laws and regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- Applicant will be required to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.background investigation.
- Incumbent must obtain and maintain a Secret clearance.

Specialize Experience: Specialize experience is defined as one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes Proficiency in coordinating missions and functions impacting members of the USAR, and a thorough knowledge of laws, policies, regulations, precedents and principles pertaining to the USAR.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definition below:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
