About the Position: Works under the general direction of the Director, Reserve Personnel Management Directorate (RPMD) who outlines, in broad terms, missions to be accomplished.
Duties
Ensures that employees are appropriately recruited, selected, appraised and rewarded; takes action in managing accessions, force alignment, training, processional development, retention, and worldwide distribution of Soldiers.
Coordinates enlisted/officer program management with Directorate Division Chiefs, other Human Resources Command Directorates, Army Staff elements, and Army Commands.
Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Evaluates the operational effectiveness of programs directed in terms of mission accomplishment, quality and quantity of standards met, procedural standards, policy and regulatory compliance, and technical competence.
Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective.
Builds and manages workforce based on organizational goals, budget considerations, and staffing needs.
Advises the Director of issues involving relationships of the operations supervised to broader programs and their impact.
Reviews serious disciplinary problems/grievances and resolves complaints with employee and/or union representative(s).
Determines objectives and sets priorities; anticipates potential threats or opportunities.
Advises the Director on selection for supervisory civilian positions and selection of all officer positions.
Requirements

Specialized Experience Required:
To qualify based on your resume, the resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is define as: Must possess one year of specialized experience that involves consulting with staff to ensure all management responsibilities are satisfied; making objective decisions to accomplish organizational goals; advising management, supervisors, Soldiers or other employees to assist them in interpreting a wide range of military personnel program policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
