About the Position: This position is with Department of Army, Expeditionary Civilian Workforce, Fort Knox, KY.
Duties
Supervise a team of HR Specialists (GS-0201-13) responsible for the staffing of capability-based volunteers and hired personnel qualified to fill requirements in accordance with Office of Personnel Management (OPM), DoD and Army standards.
Provide HR advisory services pertaining to Expeditionary Civilians to AECW, major subordinate commands across the Army, as well as deploying personnel.
Exercise expert knowledge of staffing statutory and regulatory requirements, OPM qualification and classification standards.
Perform program evaluation and provide expert advice in the solution of complex HR planning and staffing problems pertaining to deployed civilians.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret security clearance.
- May be expected to travel for this position up to 10% of duty time.
- This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.

Specialized Experience: One year of specialized experience which includes leading a team of HR Specialists conducting civilian human resources recruitment and placement; advising senior management on strategic civilian human resource planning to achieve long term organizational goals; analyzing civilian workforce to identify workforce distribution that addresses imbalances, shortages and future requirements. This experience is equivalent to work performed at the GS-13 level or equivalent in the federal government.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
