You will serve as a MATERIALS HANDLER LEADER in the Navy Munitions Command Pacific East Asia Division of NMCPAC EAD UNIT GUAM.

Duties

You will receive, issue, store, segregate, select, handle, prepare, inventory, and ship ordnance material including ammunition, explosives, chemical munitions, fuels, missiles and associated components, and various other hazardous or inert materials. You will serve as the safety observer for during all operations and will be responsible for monitoring the explosives safety of ammunition and explosives handling operations. You will coordinate, lead and assists crews in performing all types of explosive ordnance and component operations ensuring these tasks, are accomplished in a timely manner. You will answer questions from other workers on procedures, policies, written instructions, and other directives. You will be aware of the safety requirements in the Safety Data Sheets when using hazardous material. You will review, approve and make recommendations for the rigorous Quality Assurance certification program to include certification, decertification and recertification. You will be responsible for performing inspections on inbound/outbound motor vehicles loaded with explosives and hazardous materials to ensure compliance with regulations.

  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

The Screen-out Element for this position is: Ability to do the work of the position without more than normal supervision, the ability to perform the most difficult and complex tasks including coordinating, leading, and assisting crews in the tasks of performing receiving, issuing, storing, segregating, selecting, handling, prepping, inventorying, and shipping ordnance material including ammunition, explosives, chemical, munitions, fuels, missiles, and associated components, and hazardous or inert materials; AND blocking, bracing and securing uncreated, un-containerized equipment which is sensitive, hazardous, or unusually large or heavy, and is unbalanced or fragile.
