About the Position: Serves as the Employee Assistance Program Coordinator (EAPC), responsible for ensuring the non-military component of the installation, e.g., DA civilians, family members and retirees are provided Employee Assistance Program Services &/or referral to clinical rehabilitation services as required.
This position is being filled under the Direct Hire Authority for Post-Secondary Students and Recent Graduates.
Duties
Serve as the Employee Assistance Program Coordinator, responsible for ensuring the Department of the Army civilians, family members and retirees are provided services and/or referral to clinical rehabilitation services as required.
Coordination with subject matter experts to conduct training, primarily designed to identify and deal with individuals with alcohol/other drug and emotional/ behavioral problems which may interfere with job performance.
Monitors and inspects soldier education to ensure technical competency in the subject matter areas of alcohol and drug abuse.
Uses a broad range of methods in a variety of settings and environments to include, but not limited to, screenings, and evaluations for referral, short term counseling, and referral services for treatment or rehabilitation as appropriate.
Publicize Army substance abuse prevention (ASAP)/Employee Assistance Program (EAP) services and ensures supervisors and employees receive training on how to access and use services.
Develops an installation-wide Army Substance Abuse Program (ASAP) Prevention Education Plan of Instruction.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A post-secondary student appointment expires 120 days after completion of the designated academic course of study, unless the student is selected for noncompetitive conversion.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires attaining CEAP status within three years of assuming duties of position.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This is a Term position scheduled to last 13 months and/or six years}. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one-year trial period.
- This is an obligated position.
Qualifications
Who May Apply: To be eligible for consideration you must meet the definition of Post-Secondary Student or Recent Graduate defined below:
Post-Secondary Student: a person who, (1) is currently enrolled in, and in good academic standing at, a full-time program at an institution of higher education; and (2) is making satisfactory progress towards receipt of a baccalaureate or graduate degree; and (3) has completed at least one year of the program.
OR
Recent Graduate: a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant. Exception: For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).
You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant education and experience.

Basic Requirement for Army Substance Abuse Program Manager:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as psychology, counseling, or social work.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes applying the principles, methods and practices of behavioral/social sciences to evaluate the need for direct services, training, and coordination with other agencies regarding the Suicide Prevention Program and the Substance Abuse Program; developing training materials, methods and techniques for the Suicide Prevention and Army Substance Abuse Program for active duty and civilians members of an installation; briefing senior leadership on matters pertaining to Army Substance Abuse and Suicide Prevention; assisting with inspections of prevention program to ensure technical competency and regulatory requirements are being met.
Education
