Duties

Undertakes a variety of well-precedented projects and assignments in order to develop a thorough understanding of realty principles and practices, enabling the incumbent to carry out the full range of duties required of a realty specialist. Negotiates the acquisition of real property interests in conformance with the laws, policies, procedures and regulations governing the acquisition of real property interests by the federal government. Assists National Park Service staff with all facets of managing the park's Right-of-Way Program. Provides technical guidance and assistance to area managers in the preparation of the land protection plans, and guidance in resolving land protection problems. Utilizes and establishes partnerships with other government agencies and non-government organizations. AREA INFORMATION/HOUSING INFORMATION: Lakewood, Colorado, is a suburb west of Denver, population approximately 150,000, located in Jefferson County at an altitude ranging from 5,400 to 6,000 feet. Climate is dry with an average of only 15.14 inches of precipitation. Public transportation is available through RTD (Regional Transportation District). Housing is available on a rental or purchase basis in the area. Denver metropolitan area has excellent medical and recreational facilities, churches, shopping and cultural arts. Education is received from nationally recognized Jefferson County Public School System.

Qualifications

All qualifications must be met by the closing date of this announcement-01/27/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position, you must possess at least one or all of the following minimum qualifications by close of the announcement: GS-1170-09 EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: work involving acquiring fee title and easements in accordance with law, regulation, and procedure; obtaining appraisals of real property; resolving problems/issues in transactions for land acquisition or land management. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and includes: Business, marketing, real estate, and sales. NOTE: If you are using education to qualify, you must submit a copy of your college transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take graduate education and specialized experience of the type and level described. For example, I have six months of specialized experience (50% of the required specialized experience) and 45 semester hours of appropriate graduate study (50% of the required graduate level study. NOTE: If you are using education to qualify, you must submit a copy of your college transcripts. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. GS-1170-11: Experience: At least 1 year of specialized experience equivalent to GS-9 grade level in the federal service. Specialized experience is defined as: work involving acquiring fee title, property leases, easements and granting rights of ways in accordance with law, regulation and procedure; obtaining appraisals of real property; disposal of real property; land acquisition containing title and environmental issues; analyzing and resolving conflicts with policy and program objectives and or problems/issues in transactions involving negotiations for land acquisition or land management. (You must support this in your resume.) To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-09 grade level in the federal service. -OR- Education: Successfully completed a related Ph.D. or equivalent doctoral degree; or three full years of progressively higher level related graduate education leading to a Ph.D., from an accredited college or university with a major in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: If you are using education to qualify, you must submit a copy of your college transcripts. -OR- Combination: An equivalent combination of graduate education and specialized experience of the type and level described. For example, six months of specialized experience (50% of the required specialized experience) and 45 semester hours of appropriate graduate study (50% of the required graduate level study. NOTE: If you are using education to qualify, you must submit a copy of your college transcripts. GS-1170-12: Experience: At least 1 year of specialized experience equivalent to the GS-11 grade level in the federal service. Specialized experience is defined as: complex or controversial work involving acquiring fee title, property leases, easements and granting rights of ways in accordance with law, regulation and procedure; obtaining appraisals of real property; disposal of real property; land acquisition containing title and environmental issues; analyzing and resolving conflicts with policy and program objectives and or problems/issues in transactions involving complex or controversial negotiations for land acquisition or land management. (You must support this in your resume.) To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-11 grade level in the federal service. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the GS-12 level for this position.
