Duties
Represents the organization on complex realty actions.
Works closely with Reclamation's Commissioner's Office, other land management agencies, and stakeholders.
Identifies program improvements; develops and implements policy and procedures; and develops performance measures for program accomplishments.
Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues with cross-functional lines.
Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment, including Reclamation's land and realty programs, including acquisition, withdrawal and disposal of Federal land, issuance of use authorizations and permits, coordinating National Environmental Policy Act (NEPA) analysis on land management and resource management projects. Additional experience in Federal Real Property Profile (FRPP), Reduce the Footprint (RtF), title transfer, project management programs, as well as others.
Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives, including Reclamation's Strategic Asset Management Plan.
Formulates and communicates long-range goals, principles, policies, and objectives for the Land Resources Branch of the Asset Management Division.
Identifies training needs for the Land Management and Realty Program, develops training plans, and coordinates the implementation of Bureau-wide trainings.

To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated the following experience: Leading a team of professionals in accomplishing land management objectives; performing complex realty tasks including acquiring, managing, disposal, and the withdrawal of land for Federal Projects; issuing permits, use authorizations, and developing formal agreements to meet land management needs; proficiency in writing policy and guidelines; knowledge of statutory and regulatory provisions that apply to the management of land and related resources and real property; communicating program changes and issues to internal and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
