This position is part of the WAPA Headquarters. As a Supervisory Realty Specialist, you will be responsible for the acquisition and management of land and related land rights for the construction, operation, and maintenance of Western Area Power Administration's (WAPA) facilities throughout the 15 states area in which it operates.
This is not a remote position. The selectee will be required to be physically present at the Lakewood, CO duty location.
Duties
Serves as Supervisory Realty Specialist, directing the work of several federal employees as well as contractor and support personnel. Performs the full spectrum of personnel management duties. Establishes annual and multi-year goals and work plans for the work directed. Assures implementation, by subordinates, of the goals and objectives for the programs directed. Plans work to be accomplished by subordinates, sets, and adjusts short and long-term priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Establishes performance plans and evaluates subordinates. Hears and resolves complaints from employees and deals works through grievances.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as meeting at least four (4) of the five (5) following items:
Experience providing leadership and management of a Lands program while applying Lands permitting and Rights of Way laws, federal regulations, and agency policies.
As a Realty Specialist, experience developing and implementing procedures and local policies related to Land use planning and compliance, preparing and reviewing permitting documents and land acquisition packages.
Experience in writing agency policy tiered from Executive Orders and departmental policy applicable to Lands.
Experience as a Realty Specialist in the areas of acquisition, land management and disposal, use of real property and permitting and Rights of Ways.
Experience supervising a technical staff, setting goals, managing workload, and resolving conflict.
