This position is part of the Western Area Power Administration. As a Realty Specialist, you will serve as the Realty Specialist **This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.**Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. Duties

Responsible for the management WAPA land acquisition projects and supporting activities, federal and/or private, in consultation with the Lands Manager, including serving as a technical lead in providing guidance and direction to Regional Realty Specialists. to perform tasks that support the NRO's priorities. Liaison and technical expert in land activities dealing with Federal land management agencies such as the BLM, Forest Service, National Park Service and Bureau of Indian Affairs. Determines the most effective strategies and procedural and technical requirements necessary to obtain the required interests and/or rights-of-way from these agencies. Negotiates Right-of -Way Agreements with Indian Tribes requiring coordination with the Tribe, individual allottees and the Bureau of Indian Affairs. Serves as a technical lead for other realty specialists within the NRO and in WAPA regions. Works with the Lands Manager to develop, monitor and re-adjust tasks on a priority basis. Responsible for conveying and guiding the work of the land acquisition teams.

SPECIALIZED EXPERIENCE REQUIREMENTS: Applicants must have one year of specialized experience, equivalent to the next lower grade level GS-12 in the federal service, and must meet all 4 of the following experiences: 1.) Experience in land acquisition methods, procedures, and policies of the Federal Government, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. 2.) Experience in real estate terminology, principles, procedures, concepts, practices and of various types of land conveyance documents, instruments, terms, and related matters sufficient to handle a full range of realty transactions, specifically including easements and fee interests on linear facilities. 3.) Experience in Federal Laws, rules, regulations and practices of implementing Federal Property Management and Federal, state and local Government real estate laws. 4.) Experience in Federal laws and regulations pertaining to the Bureau of Land Management and the US Forest Service. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade (GS-12), with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
