About the Position: The mission of the CCAD is to overhaul, repair, modify, retrofit, test and modernize helicopters, engines and components for all services and foreign military customers. CCAD is the Army's Center of Industrial and Technical Excellence for Rotary Wing Aviation Maintenance.

Duties

Directs the operations of an aviation system production division with subordinate branches each with responsibilities and functions for depot level maintenance in support of specific aviation systems. Makes decisions that depend on constant and highly complex coordination between work groups either within or outside the production division. Provides leadership and guidance to subordinate supervisors to achieve the production outcomes expected by the customer. Executes fiscal responsibilities within established timelines and in accordance with applicable regulations to meet maintenance goals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a SECRET security clearance (Tier 3: Noncritical-Sensitive, Moderate Risk).
  • One-year supervisory probationary period may be required.
  • This position has a Temporary Duty (TDY) business or travel requirements of 5% of the time.

Specialized Experience: One year of specialized experience which includes: (1) Experience in determining, coordinating, and directing work operations in a production environment. (2) Experience establishing timelines and monitoring assignments, recommending changes, and determining resources needed to maintain set deadlines. (3) Experience in the Depot's budget, revenue, scheduling, and expensing processes to include the usage of Depot systems to monitor and oversee schedule, cost and quality performance for programs assigned to the Division. 4) Experience in continuous process improvement such as, finding ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, and improve business practices (5) Experience in the technical, production, and quality aspects of producing T700/T55 engines, engine components, and subassemblies in accordance with AS9110C and Depot technical requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
