The Social Worker Assistant Chief carries responsibility for managing the integrity and work performance of all work unites in the service, including direct supervision of assigned unit supervisors, and social workers. The selected social worker will focus his/her time working with the Chief and supervisors in the administration, program development, and implementation of policies and procedures, decision making, and coordination of activities for the entire service.

The selected Social Worker Assistant Chief will be responsible for the large-scale program coordination and administration of the social work service across multiple sites of care to include consultation, negotiation, and monitoring. Supervision of employees in Social Work Service which includes direct supervision of assigned unit supervisors at the GS 11 and 12 level including medical/surgical/ambulatory care, community and extended care, all senior social workers, CBOC clinical social workers. This includes that the employees understand and adhere to the program directives, policies, and standards, as well as VAMC employee requirements. The incumbent is responsible for working with the Chief and AO on tracking workload in the program areas. Some of the duties include, but are not limited to:
Serves as a referral and social work resource specialist point person for veterans, families, VA Central Office, community agencies and outreach efforts.
The scope and impact of this position are far reaching and thus require an extremely knowledgeable, diplomatic leader who has very strong administrative capabilities, takes initiative with respect to program planning, resource allocation, and who has exemplary communication skills.
Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Participates in overseeing the service budgetary needs to include fund control points, contracts, and special purpose funding.
With and in the absence of the GS 14 Chief, the incumbent executes the plan and administers the allocated resources to include projections for overages and deficits, working with Resource Management and Fiscal Service for adjustments.
Conducts staff development programs and takes responsibility for providing opportunities for staff to update social work skills or acquire new knowledge in contemporary treatment modalities.
In collaboration with Human Resources, tracks licensure for social workers, including continuing education requirements, license renewal and other requirements social workers must meet to deliver appropriate care.
Develops functional statements and performance standards for Social Workers that ensure accurate description of duties performed by staff.
Counsels with employees regarding poor performance or other unsatisfactory situations; takes disciplinary or appropriate action, when necessary.
Develops and monitors staff compliance with social work practice, standards and guidelines on documentation, workload, data entry, ethical practice, and service delivery.
Collaborates with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.
Supervises a workforce that has variations in staff, e.g. highly trained and experienced staff as well as new professionals to the field and master's level trainees.
While this is primarily a facility-based position there may be times when this position requires work in the community which may include the ability to operate a government vehicle and transport passengers.
Other duties as assigned.
Work Schedule: The primary tour of duty will be M-F 8am to 4:30pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care.

Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Must be licensed or certified by a state to independently practice social work at the Master's Degree level. (NOTE: For those who have a Florida LCSW license, you must be registered with the state as a "Qualified Supervisor" in order to provide supervision for licensure or specialty certification. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.

Grade Determinations: Social Worker (Assistant Chief), GS-13
Experience and Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: The assistant service chief must evidence possession of supervisory and management skills, must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Preferred Experience: Those candidates with the following are highly preferred;
Ability to provide supervision to senior social workers, and those in community based assignments.
Ability to communicate effectively to a variety of stakeholders including community agencies, organizational leadership, Veterans and caregivers.
Knowledge of different workload dashboards, ability to analyze data and develop action plans.
Experience interviewing and hiring both administrative and clinical staff.
Experience managing budgets and the ability to manage resources.

Physical Requirements: The position requires performance of work which involves light physical effort, such as that involved in lifting light files, bending, standing, reaching, operating office equipment such as telephone, copier, fax machine, scanner, etc. The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.
In addition, must meet occupational health requirements for driving physical to include approval to transport Veterans in a government vehicle.
