The role of the Women Veterans Program Manager (WVPM) is to assess the need for services for women Veterans and implement services for eligible women Veterans as well as to provide oversight to ensure that identified needs are met. The WVPM executes comprehensive planning for women's health issues that improves the overall quality of care provided to women veterans and achieves program goals and outcomes.

The WVPM manages the daily operation of the program, develops policies and procedures for program operation and prepares reports and statistics for facility, VISN and national use. The WVPM must have knowledge of the facility organizational structure and collaborate with all services to ensure compliance with program objectives. The duties and responsibilities are carried out throughout the medical center including all clinical and other patient care areas involved with the provision of services to women veterans. Some of the duties include, but are not limited to; Coordinates the provision of comprehensive health care services to women veterans; plan for the establishment of new specialty or primary programs and the expansion of existing programs to meet the needs of women veterans who are currently seeking care within the OVAHC facilities. Responsible for ensuring the requirements outlined in Directive 1330.01 are in compliance, such as environmental care, safety, privacy and dignity, comprehensive primary care services and staffing, preventive gender specific care requirements, equipment needs, as well as ongoing training and education of specialty and primary care. Ensure the coordination and provision of gender-specific and gynecological services; ensure counseling and treatment for sexual trauma; ensure appropriate psychiatric services such as drug and alcohol treatment and group therapy, which may have gender variations; endocrinology; and oncology (breast and reproductive cancers) to eligible women veterans. Ensures all sites of care have trained Women's Health Primary Care Providers and nursing staff to ensure gender specific care is available to all female veterans at their preferred location. Responsibility for fund control points (FCPs) that are allocated funds specific for the Women Veterans Program. Regularly reviews site specific budgetary needs and opportunities to allocate available funds to meet needs of the program. Selectee must be able to evaluate and prioritize competing demands and meet deadlines timely. Outreach includes extensive communication and coordination with state veterans' offices and other health social services agencies as well as other community partners that focus on the needs of Veterans. WVPM chairs the Women Veterans Health Committee, meeting regularly to manage the care of women patients and to identify and address areas of special concern for women veterans who use the facility. Leads the committee as they systematically resolve problems by initiating review of systems, developing an action plan based on guidelines, regulations and standards of practice for women's health and reporting methods of resolution. Possesses the knowledge and skills necessary to effectively apply all aspects of social work within a collaborative, interdisciplinary practice setting. Effectively serve as a consultant to other facility personnel involving all aspects of care for women veterans and as a recognized subject matter expert on matters related to women veterans' issues. Demonstrates skill in public relations and community outreach and has membership on external committees providing services to women veterans and develops partnership with local and state groups providing services to women. Other duties as assigned. Work Schedule: The primary tour of duty will be M-F 8am to 4:30pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2024. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Must be licensed or certified by a state to independently practice social work at the Master's Degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. (NOTE: For those who have a Florida LCSW license, you must be registered with the state as a "Qualified Supervisor" in order to provide supervision for licensure or specialty certification. All others must meet the requirements of their state of licensure to be able to provide supervision for licensure.) English Language: Must be proficient in spoken and written English May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401 (3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations: Social Worker (Program Coordinator), GS-13 Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. References: VA Handbook 5005/120, Part II, Appendix G39 Physical Requirements: The position requires performance of work which involves light physical effort, such as that involved in lifting light files, bending, standing, reaching, operating office equipment such as telephone, copier, fax machine, scanner, etc. The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.

Education

Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited.
