This position serves as the Deputy Mental Health Social Work Section Manager for the Mental Health Service Line at the Orlando VA Healthcare System. The Mental Health Service Line oversees the Acute Mental Health Unit, the Domiciliary Residential Rehabilitation Treatment Program, Behavioral Health Interdisciplinary Team, Substance Use Disorders Intensive Outpatient Program, PTSD outpatient care, Primary Care Mental Health Integration, Suicide Prevention, and Medical and Neuropsychology.

Duties

The Supervisory Social Worker is responsible for making managerial and clinical decisions for the programs reporting to him/her, as well as for the Psychology and Psychiatry Program Managers, the Deputy Associate Chief of Staff, and the Associate Chief of Staff in their absence. The duties described below is at the full performance level, GS-13. Duties include but are not limited to: Completes or ensures completion of performance evaluations and/or proficiencies of the staff reporting through his/her chain of command. Make adjustments to the psychosocial treatment plan and interventions based on changing needs and response to interventions. Work with supervisors to assist with any recommendations of awards, advancement, and disciplinary actions. Develops psychosocial treatment plans in coordination with other clinical providers including goals for psychosocial clinical treatment. Coordinate with Social Work leadership and Human Resources on hiring and/or disciplinary actions. Resolve complaints from employees and will refer grievances or unresolved complaints, using the proper procedures. Knowledgeable on development and training needs/competencies of employees, and whenever possible, will assist subordinates in addressing these needs. Contribute to the successful completion of clinical reminders as appropriate for Social Work Scope of Practice/ Privileges, and performance measures of the facility as assigned. Responsible for providing consultation, supervision, negotiation with other departments and stakeholders and monitoring of those programs under the area of responsibility. Review outcomes and developing solutions with the program coordinators when programs are not performing according to prescribed standards. Provide a full range of comprehensive psychosocial services to Veterans and their families and must possess a thorough knowledge and have experience in the use of mental health diagnoses, disabilities, and treatment procedures. Work Schedule: Monday-Friday; 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education. Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Grade Determinations: GS-13 Experience/Education. Must possess one year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Experience at this level includes but not limited to: collaborates with the other members of the treatment team in the provision of comprehensive health care services to Veterans, ensures equity of access, service, and benefits to this population, ensures the care provided is of the highest quality, provides leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned social work staff; serve on committees, work groups, and task forces at the facility AND Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. PREFERRED EXPERIENCE: Experience managing CARF accredited programs working with Veterans with Serious Mental Illnesses. Strong supervisory experience as well as extensive knowledge of evidence-based practices for Mental Health Social Workers. References: VHA Handbook 5005, Part II, Appendix G39. The full performance level of this vacancy is GS-13.
