This vacancy is for a GS-0343-11, Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-SFLC IOD OPERATIONS and BUSINESS BRANCH-NORFOLK VA. Duty location will be determined upon selection.
Duties
You will serve as a Program Analyst and be responsible for planning, analyzing and evaluating business processes and policies, and fulfill requests for information; complete data collection activities and complete broad research analysis related to program activities..
Qualifications
Basic Requirements: All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.
To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Examples of specialized experience would include work that required: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; knowledge of the major issues, program goals and objectives, work processes, and administrative operation of the organization; skill in conducting detailed analyes of complex functions and work processes; or skill in presenting staffing recommendations and negotiating solutions to disputed recommendations. OR three (3) full years of progressively higher level graduate education OR Ph.D. or equivalent doctoral degree. A combination of education and experience may be used to meet the experience requirements.

Specialized experience must include the following:
Knowledge of methods and techniques used to review financial, budget and procurement actions.
Knowledge of analytical techniques to select and apply appropriate evaluation and measurement processes for making program decisions.
Ability to research issues and apply judgment in decision-making.
Ability to communicate orally to provide suggestions and recommendations to managers or other stakeholders, and to provide assistance and training to customers and employees.
Ability to communicate in writing for the purposes of preparing project papers and staff reports.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NOTE: Education can be substituted for experience at this grade level.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
