Duties

You will serve as a Department Chief Scientist (DSCI) in one of the NIWC Departments. You will advocate for the transition of technology into host Department projects and programs including development of advanced information technology roadmaps and forecasts. You will develop and maintain integrated strategic science and technology investment plans of growth of a variety of information technologies. You will assess technologies and technology concepts to determine adequacy in meeting Department, program office, and warfighter needs. You will be an advocate for NIWC by working in groups and boards across the Navy and DoD to support Departments. You will advocate for the use of Science and Technology in their host Department, encouraging the use of funding avenues to develop Information Technologies (IT) that could support department customers. You will coordinate with other DSCIs on joint projects and proposals for multiple Departments.

• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Cyberspace Workforce position, work role code (661), proficiency level (2) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing science and technology to operationally support customers AND/OR departments; addressing operational gaps by using information technology. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
