About the Position: Serves as a Budget Analyst at U.S. 406th Army Field Support Brigade (ASFB), S8 Resource Management in Ft Liberty, NC. This is a developmental position that may be filled at the GS-12 full performance level or GS-11 grade level with career ladder promotion to the GS-12 grade level.

Duties

Provides management guidance in administering the total budget program, utilizing the General Fund Enterprise Business System (GFEBS) and Global Combat Support System-Army (GCSS-A), and managing the Defense Travel System (DTS). Develops budget guidance to be followed by budget/resource management personnel, program directors, and activities with budget reporting responsibilities. Develops recommended reprogramming of funds to ensure balance of a multi-year program document is maintained and resources are used in the most efficient manner. Ensures distribution of approved operating budget and allocation of funds received from higher headquarters is in accordance with approved programs. Serves as GFEBS and GCSS-A user and acts as coordinator for training and access to both systems. Utilizes various financial and Logistics systems. Interprets budget policies, directives, and regulations received from higher headquarters, and publishes local implementing directives. Analyzes program and budget guidance and instructions from higher headquarters to determine impact on operations. Shares management of the overall Government Travel Credit Card (GTCC) program with the Defense Travel Administrators (DTAs).

Specialized Experience for GS-11: One year of specialized experience which includes planning, formulating and executing budget plans; reviewing budget estimates for compliance with policy, rules, regulations and procedures; monitoring the use of expenditure of budget funds; and preparing a variety of reports covering the status of funds, expenses and obligations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
