You will serve as a PROGRAM ANALYST in the Program Executive Officer, Undersea Warfare Systems (PEO UWS), Submarine Maintenance Engineering, Planning, and Procurement (SUBMEPP) of PEO SSBN. You will serve as an Acquisition Professional Membership (APM) to approve flow and authorities that vary by command.
Duties
You will demonstrate a mastery of advanced management and organizational functions, processes, principles, methods and procedures used to gather, analyze and evaluate information concerning management/program organizational operations.
You will direct complex studies that identify ways to improve effectiveness of work methods, procedures, organizations, manpower allocation, distribution of work assignments, delegations of authority, documentation systems, and similar functions.
You will have expert knowledge of analytical and evaluative methods, supplemented by a practical knowledge of accounting theory, concepts, and practices, and of auditing techniques.
You will plan integrated analytical evaluations of varied control systems and operating programs; select and develop coverage areas, and plan and coordinate team efforts at several sites.
You will possess knowledge of Department of the Navy (DON) and Command structure, missions, programs, and organizational relationships.
You will provide a wide variety of fact-finding techniques, including work distribution, workflow charting, task analysis, time and motion studies, statistical work measurement studies, statistical analysis, and systems analysis.
You will apply knowledge in analyzing procedures, organizational structure, and other subjects of management that are characteristically unstable, wide in scope, and composed of many high-level, complex tasks.
You will represent the organization, as an analytical expert, within and outside the Command, and to resolve different and entrenched viewpoints.
You will influence acceptance of new methods, work procedures, organizational relationships, etc., that affect the basic content and character of operations, relationships with other groups, and overall mission goals.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating acquisition or logistics programs to improve effectiveness or work methods and procedures for a submarine program.
