This position is located in Immigration Record and Identity Services, Identity and Information Management Division, Policy and Analysis Branch. As a Program Analyst, you will coordinate, analyze, and evaluate records management programs, providing expert advice to managers, ensuring compliance with records policy, and identifying best practices to improve program efficiencies.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Researches and writes summaries, evaluations and recommendations on a wide range of policy issues, often times summarizing complex issues into concise policy documents. Evaluates the use of information management systems for compliance with regulations, policies, procedures, and agency objectives. Evaluates the need for policy changes and updates based on immigration information systems evolution and modernization. Leads cross-functional teams, across organizational lines and develops solutions to complex issues that address all stakeholder interests. Works in a collaborative manner with a wide range of internal and external stakeholders in responding to policy inquiries and updating policy to address trends, changes, and stakeholder demands.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Conducting studies of major department-wide information and records management operations. Leading teams and task force efforts to identify issues and create process improvement plans for a program. Serving as program manager who leads in the analysis of agency wide information management initiatives and briefs leadership on recommendations and plans of action. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Leading, developing and evaluating policies in assigned areas of responsibility and directing the development of new and changes to existing issuances and directives. Leading, developing, implementing, and monitoring sophisticated management information systems. Evaluating the impact of new or proposed legislation, executive orders, agency directives, and other agency decisions on organizational operations and compliance requirements. Representing the organization at meetings and conferences.
