This position is located in Fraud Detection and National Security Directorate, HQFDNS Mission Support Division.
As a Supervisory Management and Program Analyst, you will analyze major administrative aspects of substantive mission-oriented programs and improve productivity and increase the quality of the work directed.
Duties
Direct, oversee, and guide the functions performed by the Mission Support Division which includes: human resources and staffing, budget, administration, travel, work life programs, emergency management coordination, and time and attendance.
Responsible for budget planning, development, submission, coordination, execution, and reporting. Develop and conduct budget and financial management program evaluations. Provide financial advice and oversee all program procurement activities.
Manage and maintain program staffing for all headquarters and field components. Oversee the performance management and personnel management actions directed by senior management.
Perform administrative and human resource management functions and develop work improvement plans, provide advice and counsel to personnel, and provide periodic evaluations of employee performance. Implement Equal Employment Opportunities policies.
Review and analyze program policies, procedures, directives, and other operation aspects and evaluate the effects on administrative functions. Ensure compliance, and develop and implement short, mid and long-term project management plans.
Oversee and coordinate the directorate's emergency management program to ensure emergency continuity plans and procedures are in place to identify, prioritize, assess, and protect critical infrastructure.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/23/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/23/2024.
GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Managing a federal government budget that spans multiple sites and/or multiple divisions to include providing oversight and management of implementation financial management guidelines to secure funds, prepare, justify and/or manage program budgets, utilize cost-benefit analyses to set priorities and track expenses in support of a program mission.
Overseeing and directing Human Resources operational support to include pay and benefits administration, promotions, hiring and labor relations.
Leading a team in implementing, coordinating, and overseeing major programs requiring the application of a wide range of quantitative and qualitative management support principles, processes, and systems.
Providing oversight for support staff members with an ability to represent the agency in negotiations and conferences, to include the areas of supporting operational directorates.
Serving as an emergency management coordinator and administering guidance to ensure continuity of program operations.

The Fraud Detection and National Security Directorate (FDNS) was established within USCIS to strengthen national security and the integrity of the country's legal immigration system by closely aligning the adjudication of immigration benefits and services with the identification of potential threats to national security and/or public safety, the detection and deterrence of fraud, and the use of law enforcement and intelligence information to ensure optimal security for U.S. communities. FDNS systematically identifies updates, and records indicators of fraudulent activities; manages fraud cases; identifies vulnerabilities and other weaknesses that compromise the integrity of the legal immigration system; and coordinates and provides logistical support in law enforcement and national security matters. FDNS is the primary conduit for information sharing and collaboration with law enforcement and intelligence agencies.
