About the Position: This a permanent position for a Telecommunications Specialist GS-0391-12 at Fort Liberty, NC with Joint Special Operations Command,
Duties
Coordinate and manage multiple telecommunication projects to meet unit requirements.
Conduct cost slash benefit analysis for communication system upgrades.
Prepare and deliver detailed briefings on telecommunication project status recommendations and outcomes.
Develop and implement secure configurations for telecommunication systems.
Conduct security assessment of telecommunication networks.
Monitor compliance with security standards and regulations for all telecommunication assets.
Design and install telecommunication systems including multiplexers routers and bulk encryption devices.
Perform system alignments and diagnostics during installation to ensure optimal performance.
Conduct quality assurance inspections for contractor installed telecommunication upgrades to verify compliance with systems specifications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
- IAW change 3 to AR-600-85, Alcohol and Drug Abuse Prevention and Control Program, this position is subject to a pre-employment urinalysis screening, and random testing thereafter.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires temporary duty (TDY) travel up to 20% of the time.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position requires extensive temporary duty (TDY) travel at various CONUS and OCONUS locations, possibly for extended periods of time. This may require travel on military aircraft, ships, and vehicles. Some locations may be in austere locations.
- Certain missions may require that the employees work extended hours and perform on-call (after normal duty hours) duties.
- Some positions identified as inclement weather essential.

Specialized Experience: One year of specialized experience which includes: Conducting maintenance and configuration of telecommunications systems (ie: high-bandwidth satellite systems) to ensure operability and compliance with technical standards; Developing and implementing telecommunication equipment life cycle plans (ie: installation, testing and troubleshooting) to enhance operational efficiency; Analyzing telecommunication policies, directives or regulations to establish local procedures to support unit level communications objectives; Providing technical guidance and training to personnel on the use, maintenance, and troubleshooting of advanced telecommunication equipment and systems.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
