This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Telecommunications Specialist for the Joint Activities located at Fort Liberty, North Carolina.

Duties

Serves as a Senior Signature Reduction Communications Specialist, managing the operations, plans, policy and standards for the command Acts as technical consultant and subject matter expert in all areas of specialized communications programs initiated to maintain state-of-the-art capabilities and leading-edge technology. Serves as senior program/product, acquisition manager and subject matter expert for the research and development activities. Monitors performance of communications assets to ensure equipment operational performance meets mission requirements. Represent the command as the senior technical representative for sensitive signature reduction communications. Approve technical parameters, installations, applications and interfaces for all standard equipment and facilities for all command enterprise sensitive signature reduction networks and telecommunications. Establish requirements and priorities for current and future communications-electronics programs, Maintain oversight of ongoing operational tests and evaluations of military standard and special communications systems.

Requirements

  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • This position may require Temporary Duty (TDY) 30 days or less with travel to various locations approximately 20% of the time.
  • Lifting up to 40lbs in the regular performance of duties. A pre-employment physical is required, and as needed thereafter.
  • May be subjected to short notice recall. Must reside within 50-mile radius of duty location.
  • Must be able to obtain and maintain Passport Agent Certification through Department of State.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes preparing specialized communications equipment support through coordination with user communities and commercial vendors; obtaining approval of communications architecture plans and supporting equipment requirements; and representing the command as a decision-making member for working groups. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
