About the Position: Serves as the S4 Primary Staff Officer for the Noncommissioned Officer Academy (NCOA). Plans, directs, coordinates, and supervises the administrative logistics functions for the NCOA.

Duties

Provide technical guidance, assistance, and reviews completed work for all. Ensure that supplies are properly maintained and accounted for and that supply accountability procedures are in accordance with current regulations and brigade standard operating procedures. Oversee the NCOA's Management Control Process (MCP). Coordinate logistic matters directly with post internal agencies, outside agencies, contractors, vendors, and manufacturers. Prepare policies to implement higher headquarters directives in supply, budget, environmental issues, maintenance, and transportation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes: 1) Analyze, evaluate and review logistic supply; 2) Coordinate logistic matters directly with post internal agencies, outside agencies, contractors, vendors, and manufacturers; 3) Responsible for ensuring the maintenance of the NCOA real property book, requisitioning, receiving, directing, the acquisition, storage, issue of all supplies and equipment; AND 4) Formulate, coordinate, and direct property management, policies, and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics, Advanced Supply Chain Management, Business Law, and Service Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
