The primary purpose of this position is: To serve as the Business Process Owner for Air Expeditionary Task Force (AETF)/Force Generation Tier III senior program manager for the Air Force. Plans, develops, and establishes program guidance, assessments, requirements, and advisory services for the Air Force-wide program to external and internal customers.

Duties

Senior Program Manager and Subject Matter Expert Air Force-wide AETF/Force Generation Assessment Program(s). Conducts and/or leads studies and/or initiatives to improve program(s) and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics. Provides advisory services to managers, supervisors, and employees on AETF/Force Generation program(s). AFPC subject matter expert and representative on committees, working groups, etc. established by OSD, AF, and other authorities on issues related to AETF/Force Generation policy and continuation program changes.

  • Maybe required to irregular tours of duty to include 12 hour shifts and overtime during contingency and AF/OC heightened operations.
  • May be required to deploy to an alternate command and control station up to 30 days.

Qualifications

Conditions of Employment Continued: This position is designated as a KEY POSITION. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,"). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force-wide manpower/personnel program administration responsibilities; Thorough knowledge of DoD, AF, Federal and industry policies, regulations, and organizational structure and mission as well as the principles, practices, and functions of manpower/personnel program administration to support operations and perform difficult and complex work assignments; Expert knowledge of a wide range of qualitative and quantitative methods for assessment and improvement of the command verification process in or conducing major operations; Expert knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvements of Air Force-wide programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing to administer AETF/Force Generation program(s). Knowledge of Joint/Air Force Time Phased Forces and Deployment Data, DoD operational planning and contingency planning, MAJCOM verification and AF reclama process to include Reclama Processing Tool (RPT), JCS joint and MAJCOM exercise procedures and GCCS systems such as: Joint Operation Planning and Execution System (JOPES) to include JOPES permission applications, deliberate and Crisis Action Sourcing Tool; AETF/Force Generation Information System, Joint Capabilities Requirements Manager, and Air Force Readiness Systems, as well as knowledge of common management principles to provide advisory services and inspect assigned programs. Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on AETF/Force Generation programs to meet goals and objectives within available resources. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across a the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. Skill in justifying, defending, and recommending decisions on an end to end program within a matrix organization. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
