The Chief Supply Chain Officer (CSCO) is the senior supply chain management officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met.
Duties
Major duties include but not limited to:
Plans and manages all levels of supply chain activities involved in sourcing, procurement and logistics management.
Coordinates and collaborates with a variety of stakeholders; including clinicians, professional/administrative peers, suppliers, intermediaries, third-party service providers, and customers.
Serves as the senior logistics management officer for a VA HCS (with multiple sites of care)
and supported catchment area, integrating acquisitions and procurement, logistics and related support and services for the supply chain, expendable/non-expendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction.
Oversees, guides, manages and integrates supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations.
Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system.
Develops performance measurement/management of all of the aforementioned (including
statistical analysis, workload projections, and process management).
Conducts audits, compliance reviews and program effectiveness and efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures.
Serves as the VA HCS Accountable Officer to ensure that all government property assigned to the VA HCS and supported catchment area is accounted for receipt of title to final utilization and disposal.
Plans, develops and adapts the supply chain management procedures as needed to coordinate the management and control of all VA HCS EX and NX inventory.
Reviews all requisitions to ensure proper utilization of government property and screening for the appropriate use of mandatory sources of supply, appropriate vendors, use of item master file, appropriate classification, determination of appropriate funding codes, inventory of controlled substances, inventory validations (i.e., narcotics, ammunition, etc.),
providing for required separation of duties within the supply chain, and related property management responsibilities.
Leverages life cycle management practices to ensure efficient allocation of resources for assets through the entire lifecycle (which includes planning, requirement determination,
procurement, maintenance/upgrade, management/utilization and disposal).
Develops strategies to assist supported activities and the acquisition staff with Advanced Procurement Planning (APP), evaluating products and services for award, championing the use of standardized products through management of awarded contracts, ensuring receipt documentation is properly executed for payment, facilitating achievement of socio-economic
program goals, and leveraging the VA's influence in the healthcare marketplace (tasks performed directly and through subordinate supervisors).
Performs other duties as assigned.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans and manages all levels of supply chain activities involved in sourcing, procurement, and logistics management; Coordinates and collaborates with a variety of stakeholders; including clinicians, suppliers, intermediaries, third-party service providers and customers; Identifies specific requirements for money, manpower, material, facilities and services needed to support the program and correlating those requirements and with program plans; Manages multi-million dollar budgets for staff training, expendable supplies, equipment, staff salaries, special projects durable medical supplies and equipment, eyeglasses and prosthetics supplies.

Physical Requirements: The work for this position is primarily sedentary and does not have any physical requirements.
