This is a National Guard Title 32 Excepted position for a DEPUTY LOGISTICS MANAGEMENT OFFICER, Position Description Number PDD1199000, and is part of the SC DOL, South Carolina Army National Guard.
Duties
This position is located in the National Guard, Joint Force Headquarters-State (JFHQ-ST), Logistics Directorate (J-4), Office of the Director. The primary purpose of this position is to serve as a full deputy to the JFHQ-ST Logistics Director (J-4 Director) for matters to include but not limited to, supply and services, maintenance, transportation management which includes Defense Movement Coordination (DMC), OPTEMPO budget management, acquisition, command logistics combat automation, inventory management, and installation, facility and environmental issues. As the deputy, serves as the alter ego to the J-4 Director fully sharing with the J-4 Director the direction of all phases of the JFHQ-ST J-4 Program which includes the planning, directing, and administering logistics programs, ensuring the integration of logistics information system requirements across joint programs and between logistics and other combat-support functional areas. Provides leadership and administrative control over personnel responsible for oversight of the J-4 in logistics planning, maintenance, and installation management. The incumbent advises the Adjutant General (TAG) and the Chief of the Joint Staff on matters pertaining to logistics planning and operational requirements. The position includes responsibility for sustainment of equipment used by National Guard units.
Work involves performing or supervising staff work in planning and coordinating logistical support activities to provide the money, manpower, material, facilities, and services needed to support a specified mission at the time and place they are needed.
Requirements
- NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the closing date of the job vacancy.

- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
Qualifications
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):
Area of Consideration: This position is open to Area 1 Only.
Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2)
Area 2: Current members of the South Carolina Army National Guard
Area 3: Any individual eligible for membership in the South Carolina Army National Guard
*Note- Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
MINIMUM EXPERIENCE REQUIREMENTS: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE REQUIREMENTS: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.
CONDITIONS OF EMPLOYMENT & NOTES:
Incumbent is subject to uncommon tours of duty, rotational shift assignments and overtime duty, for which compensatory time off will be granted. May be required to fly in military or commercial aircraft for TDY purposes.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

Education
Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
