The William Jennings Bryan Dorn VA Medical Center is recruiting for one(1) Supervisory Logistic Management Specialist to Oversees, guides, manages and integrates supply chain operations across the organization, including planning/coordination with fiscal, acquisition, clinical and administrative operations.
Duties
This position serves as the Chief Supply Chain Officer (CSCO) senior supply chain management officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met. Major duties and responsibilities include:
Plans and manages all levels of supply chain activities involved in sourcing, procurement and logistics management.
Conducts logistics audits, compliance reviews and program effectiveness and efficiency reviews based on self-developed and nationally developed standards, of all HCS activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures.
Establishes, monitors and manages the performance and measurement of logistics functions throughout the VA HCS for all aspects of the supply chain including requirements determination, acquisition planning/coordination/oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment.
Coordinates and collaborates with a variety of stakeholders; including clinicians, professional/administrative peers, suppliers, intermediaries, third-party service providers, and customers.
Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution;
Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met;Performs other related duties as assigned.
Work Schedule: Monday - Friday 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: To meet the minimum qualifications for this position, you must at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Logistics Management Specialist. Specialized experience includes, serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in overseeing and managing a large group with a variety of occupations and subordinate supervisors You will be rated on the following Competencies for this position:

Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Work area is adequately lighted, heated and ventilated. May require occasional travel.
