You will serve as a SUPERVISOR MANAGEMENT ANALYST for the COMMANDER NAVY REGION HAWAII.

Duties

You will conduct competency-based needs assessments to determine the knowledge, skills, or competencies needed to meet mission requirements. You will develop strategic plans based on information from performing quantitative or qualitative analyses. You will evaluate quantitative or qualitative analysis data to determine program operational performance. You will direct management studies or surveys to evaluate the effectiveness of program operations. You will examine problems or operating issues that impact an organization You will organize, direct, and evaluate the performance of multiple layers of human capital programs.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. COLA is subject to change at any time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying and analyzing problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions; 2)Applying quantitative and qualitative methods, measurement, fact finding, and investigative techniques to provide line managers with objectively based information for making decisions on the administrative and programmatic aspects of agency assignments; 3) Monitoring progress and evaluates outcomes to improve organizational efficiency and effectiveness; 4)Capitalizing on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders 5) identifying the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders. Education

For the GS-11

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher-level graduate education leading to such a Ph.D. degree
OR

A combination of experience and graduate education as described above that equates to one year of experience.
