You will serve as a Supervisory Management Analyst in the Headquarters (HQ) Staff Services of COMMANDER US PACIFIC FLEET.
Duties
You will serve as the subject matter expert for all matters related to Manpower, Civilian Human Resources (HR), and Workforce Development/Workforce Relations.
You will develop guidelines, implement and administer policies and procedures for multiple programs to ensure effective and efficient operations.
You will create, negotiate, implement, and execute the departments fiscal budget (labor and non-labor) and concur to the overall risk assessment.
You will oversee and be responsible for the Civilian Manpower Program, Manning Program, Training Program, and Business Processes Program.
You will execute, evaluate, and assess the Human Resources Program.
You will give advice, counsel, or instruct employees on technical and administrative matters.
You will assist in resolving complex Human Resources and financial/business issues and problems involving operations.
You will serve as a representative for the Executive Director for negotiations with Headquarters (HQ) Echelon 2, 4-star Headquarters in meetings and planning sessions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical and evaluative methods to develop guidelines, implement and administer policies and procedures, and oversee programs (e.g., human resources, finances, training, manning, and manpower) for an efficient workforce to achieve its overall mission and organizational objectives.
