DCSA's International and Special Programs Office is seeking a highly motivated individual with a well-rounded security background in all aspects of security with a focus on the National Industrial Security Program (NISP). Incumbent is responsible for facilitating DCSA's international responsibilities regarding cleared U.S. Industry involvement with foreign governments, foreign contractors and NATO on behalf of the Designated Security Authority. As a INDUSTRIAL SECURITY SPECIALIST you will be responsible for the following duties:

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • Incumbent must successfully attain and maintain the DoD Security Professional Education Development Program (SPeD), Security Fundamentals Professional Certification (SFPC),within 24 months of being hired.
  • Incumbent must successfully attain and maintain the Security Asset Protection Professional Certification (SAPPC) and the Security Oversight Certification (ISOC) within 24 months of being hired.

Qualifications

See: General Schedule Qualification Standards for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by 01/14/2025 Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Providing advice to agency senior leaders as a subject matter expert for all matters relating to international security programs to include North Atlantic Treaty Organization requirements (NATO) as well as Special Access Programs (SAP); Applying all aspects of International and SAP security to include principles contained in the National Industrial Security Program Operating Manual (NISPOM) and SAP security directives, instructions, manuals and NATO regulations; Developing security principles with special emphasis in the area of government security oversight at industrial locations. Specifically you will be evaluated on the following competencies: 1.Compliance Inspection- Knowledge of the guidelines, regulations, and procedures associated with compliance inquiries, including application of compliance rules and criteria and ability to make appropriate decisions and issue citations, fines, or orders. 2. Interpersonal Skills- Develops and maintains effective working relationships, especially in difficult situations. Engages and inspires others. Treats others with courtesy, sensitivity, and respect. Considers and responds appropriately to the needs and feelings of different audiences/ situations/cultures. Actively solicits feedback. Exemplifies professionalism, tact and empathy. Builds trust and commitment. 3. Problem Solving- Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders. 4. Communications- Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals. 5. Security- Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents. 6. Technical Competence- Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
