DCSA's Industrial Security Directorate is looking for Supervisory Security Specialist to represent DCSA as the Subject Matter Expert (SME) on matters related to issues within the NISP and non-NISP functional areas under the purview of ISP; responsible for the advice and assistance provided by mission elements under his/her control to stakeholders involving all security disciplines with a focus on international security, SAP security, AA&E security, and sensitive activities

Duties

As a SUPERVISORY PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties: - Represents DCSA on matters within the National Industrial Security Program (NISP) and non-NISP functional areas under the purview of the International and Special Programs Division involving all security disciplines with a focus on international security, Special Access Program (SAP) security, Arms, Ammunition and Explosives (AA&E) security, and sensitive activities. - Oversees, manages, and supervises mission elements representing DCSA in the international, SAP, AA&E, and sensitive activities security communities, such as meetings, conferences, and visits to other partner countries, Defense agencies and Industry. - Provides assistance/support to DCSA leadership on appropriate committees, working groups, or task forces established to formulate, coordinate, and/or issue Department level guidance for international, SAP, AA&E and sensitive activities security programs or to review, discuss, and recommend policies and procedures. - Represents International and Special Programs Division on various panels, boards and working groups to ensure DCSA interests are properly represented. - Assists DCSA leaders in coordinating changes having a major impact on the NISP and non-NISP mission areas with Defense components/agencies. - Conducts formal and informal discussions with personnel at all levels, including top officials representing industry, connected with or affected, by DCSA activities and programs. - Performs a leadership role in the development and implementation of directorate strategic goals and objectives.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Expert knowledge of National Industrial Security Program (NISP) security methodologies within the Defense security enterprise. Knowledge, understanding and demonstrated experience across the Defense security enterprise in developing and/or applying policies, procedures and strategies governing or related to the NISP community. Knowledge of international; Special Access Programs (SAP); Arms, Ammunition, and Explosives (AA&E); and sensitive activities security methodologies within the Defense security enterprise including the ability to integrate programs and services with a coherent and effective relative risk-based approach to prevailing realities, threats and opportunities. Expert knowledge of National level and/or Defense security programs, including organizations, existing regulatory guidance, operational procedures as well as private sector methods within the industrial base. Ability to work successfully with Federal officials (both civilian and military) at various levels and exhibit the leadership characteristics of persuasion, diplomacy, mature judgment, reliability, and ingenuity. Skill in planning, organizing, developing, directing and executing special projects and programs. These projects and programs may cut across organizational lines or materially impact the operational dimensions of one or more mission areas. Specifically you will be evaluated on the following competencies: 1. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders. 4. Program Security - Employs an array of acquisition and contract security measures to sustain secrecy of highly sensitive USG programs and/or activities. Prevents unauthorized disclosure of national intelligence program information throughout the contract lifecycle. 5. Strategic Thinking - Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.
