Duties

Plan, develop, and execute DLA policies, standards, rulemaking and procedural guidance on the overall conduct of the domestic Privacy Program to ensure compliance with all statutory requirements of the Privacy Act and other Privacy related statutes. Receive, review, track, and respond to all Privacy Act Requests. Research, develop, author and publish DLA Privacy Act system of records notices and related exemption rules. Research, develop, author, review, and publish public portions of DLA Privacy Impact Assessments. Assess Privacy risks of DLA information systems in accordance with the Risk Management Framework and provide authorization recommendations to the Authorizing Official. Serve as the technical expert to DLA on all matters relating to the management and oversight responsibilities for the DLA domestic Privacy Act Program and exercises functional control over these functions within DLA. Function as a DLA spokesperson in inter- intra-agency meetings or symposiums concerning government implementation of the Privacy Act. Advise, direct, and counsel DLA Components regarding correcting Privacy Act violations, to include best practices for inefficient operations. Respond to PII incidents and breaches as a member of the Breach Response Team (BRT) and provide expert guidance in analysis and reporting requirements.

Qualifications

To qualify for a Government Information Specialist (Privacy Act Officer), your qualifications must include: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:-Provides oversight, direction, and counsel for the proper maintenance of tracking, suspension, and closure of Privacy Act request by planning and executing processes to ensure compliance with statutory requirements. Develops response to proposed Congressional bills, OMB directives, and DOD publications implementing statutory changes to the Privacy Act. Advises, directs, and counsels DLA Components regarding correcting Privacy Act violations, to include best practices for inefficient operations. Responsible for the processing of Agency Privacy Act requests to include: oversight, tracking, closure, direction, and counsel IAW laws and regulations. Assesses privacy risk IAW NIST and RMF standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
