About the Position: Office of the Chief Information Officer, Army Enterprise Services Agency, Army Records Management Directorate, Privacy and FOIA Division. Fort Belvoir, VA 22060.

Duties

Interpret proposed legislation on how it will impact current and long-range objectives of the Privacy Act (PA) and Civil Liberties programs. Provide assistance, policy guidance, and staff advisory services to the Army Secretariat and Army worldwide activities on Privacy Act and the Civil Liberties programs related issues. Plan, lead, and conduct in depth reviews of disclosure operation to assess compliance with departmental policies and procedures. Evaluate information disclosure, access, and safeguarding issues in terms of cited legislation and content to determine legislative applicability thereto. Manage and supervise the preparation of reports such as Army-Wide Annual Freedom of Information Annual Report. Provide interpretation of civil laws, court decisions, precedence and Executive Orders affecting implementation of the Privacy Act and Civil Liberties within the Department of Army.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a testing designated position. Employee is required to sign DA Form 5019-R. Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing thereafter, IAW AR 600-85 and DoDI 2010.9.
  • Must be able to obtain and maintain a Top Secret-Secret Compartmentalized Information (SCI) security clearance.
  • Occasional temporary duty travel may be assigned.
  • One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
