About the Position: Serves as analyst, policy developer, functional expert, principal technical expert, interpreter and advisor on all matters relating to the Army Freedom of Information Act (FOIA) and Privacy Act (PA) programs. Responsibilities and expertise encompass the access to information areas including correct disposition of requests received.
Duties
Prepare and conduct training for personnel on FOIA (Freedom of Information Act) and privacy policies/procedures
Compile data and prepares an annual FOIA Report.
Provide technical and subject matter expert advice, assistance, policy guidance, and staff advisory services to activities on FOIA (Freedom of Information Act) and PA (Privacy Act) related issues.
Interpret and advise on new developments and recent court decisions, legislative actions, and Congressional initiatives related to FOIA and/or PA.
Manage the daily activities of the Freedom of Information Act (FOIA) Branch
Develop and publish directives providing guidance in all areas of the FOIA program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position may require occasional temporary duty (TDY) business travel
- Must be able to obtain and maintain a Top Secret security clearance.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.

Specialized Experience: One year of specialized experience which includes develop Freedom of Information Act (FOIA) or Privacy Act (PA) policy; deliver in-depth reviews to ensure compliance with FOIA polices; and interpret government regulations regarding release of information under FOIA or PA programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
