This Program Specialist position is within the Geriatric Research Education & Clinical Center (GRECC) services at the Bedford VA Healthcare System located in Bedford, Massachusetts. It is a full-time, permanent position at 40 hours per week.
Duties
The incumbent will work with minimal supervision in an administrative position supporting the Health Science Specialist and Geriatric Research Education & Clinical Center (GRECC) Director in all GRECC research, education, clinical innovation, and administrative areas. Duties include, but are not limited to:
Assists GRECC investigators in data collection and management;
Provides administrative support for several research, education, or clinical innovation projects;
Acts as one of the primary customer service contacts within the service;
Maintains all required training and compliance within the purchase card program;
Supports purchasing and fund management for the GRECC supply fund and assigned research and clinical innovation projects;
Serves as a project manager during project initiation or close-out, or during times when there are gaps in project-specific staffing due to hiring delays or similar situations;
Exercises excellent time management, organizational, and communication skills;
Fields, organizes and distributes all internal and external communication to the appropriate Leadership personnel;
Assists with the management and initial implementation of GRECC Clinical demonstration projects and operational partner-funded projects and the initial submission and implementation of research projects; and
Other duties as assigned.
Work Schedule: Monday to Friday, 8:00am to 4:30pm

Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You MUST qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of health care service administration, continuous quality improvement; data analysis; healthcare principles, theories and practices, budgeting, planning, administration, and labor/union relationships, or other key administrative support functions; applies extensive qualitative and/or quantitative methods for program improvement, makes recommendations for complicated solutions, and the related ability to apply health care management principles to complex problem-solving situations; and ability to independently investigate complex issues, analyze problems, and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year of graduate level education (Masters/18 semester hours) may be used to qualify applicants for the GS-09 level. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily sedentary; however, there is some walking around the VA Bedford campus and carrying of light items such as papers and files, small equipment such as laptops or recording devices, and for mailing study packets to Veterans. Standing is required at times.
