Duties

The VISN Telehealth Technology Program Manager is a full-time position that reports to VISN 1 Connected Care Program Director within the office of the Chief Medical Officer. The VISN Telehealth Technology Program Manager position is required to provide critical operational and technical program management and support necessary to sustain clinical Telehealth operations throughout the New England Veterans Healthcare Network. The duties include but are not limited to: Manages critical operations of all technologies utilized by Telehealth and Connected Care programs and acts as the Project Manager for major deployments, upgrades, retrofits or refresh projects for technologies and applications throughout the facility/healthcare system, ensuring technologies are online and ready for use within established/required timeframes. Recommends and assists in evaluation and monitoring of the quality, safety, efficiency, utilization, productivity and effectiveness of Telehealth and Connected Care technologies and integration of said technologies to meet clinical needs. Collaborates with the VISN Connected Care Program Director and other Stakeholders to identify trends and issues of concern regarding clinical care and performance activities. - In collaboration with the VISN Lead, Clinical Champions, or Facility Telehealth Coordinators develops, refines, implements and evaluates short- and long-term strategic plans for Telehealth and Connected Care technologies, ensuring that deployment aligns with performance measures. Works to identify and correct any training deficiencies that are identified concerning Telehealth and Connected Care technologies and/or processes. Provides SME knowledge and assistance in the assignment and provision of training to meet the needs of Telehealth staff. - Consistently monitors utilization, fiscal impact, challenges, and outcomes of technologies and shares and disseminates information for continual quality improvement. - As the SME, is responsible for ensuring Telehealth and Connected Care technologies are in compliance with VACO Telehealth Services Conditions of Participation and external (Joint Commission) accreditation processes and other internal or external accrediting agencies standards. Schedules program meetings between appropriate clinical, administrative and IT for approved projects as required. - Communicates meeting notes and initiative progress notes to stakeholders. - Facilitates meetings on associated projects as needed at the direction of the VISN 1 Connected Care Program Director. Provides oversight for Telehealth and Connected Care technical support for Network/VAMC/Healthcare Systems Telehealth operations. Troubleshoots and corrects telecommunication issues quickly and efficiently to minimize disruptions to patient care encounters. - Serves as the technical SME and technical team leader on the setup, configuration, maintenance, repair and testing of all Telehealth and Connected Care equipment and services. - Chairs and/or participates on committees serving as an SME providing direct guidance regarding Telehealth and Connected Care technologies. - Advocates for Telehealth and Connected Care technology needs across Network/VAMC/Healthcare System. - Provides SME assistance in the development of a Network/VAMC/Healthcare System emergency and disaster contingency plan for Telehealth and Connected Care technologies and routine operations which incorporates national, network and local standards. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administrative experience within a medical setting; experience with the protocols and procedures of a medical program; working with several organization within a program or office. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
