This Supervisory Medical Administrative Specialist is located in the Business Office of the VA Bedford Healthcare System. This position is full-time at 40 hours per week.

Duties

The Supervisory Medical Administration Specialist provides direction to and coordinates the activities of employees performing a variety of administrative duties in support of the admission, care and maintenance of a varied patient population. Major duties include, but are not limited to: Supervisory Responsibilities: Provide supervision at first and second levels for permanent employees responsible for financial and administrative work in support of the Care in the Community Office at the local Medical Center. Budget management, record management, cost estimates, authorizations, obligations management. Manage eligibility, appropriate authorizations for care, scheduling, documentation retrieval, scanning and consult closure as well as providing routine financial reports, workload reports, data mining and managing all aspects of the Care in the Community program. Manage the initial referral and authorization process, scheduling, exchanging medical records, scanning and uploading documents, providing strong customer service and communicating with Veteran and the Care in the Community Network Providers, along with the national Vendor responsible for provider network. Ensure workers under his/her supervision perform their duties in a manner that is highly collaborative with all other workers within the Division and across the Medical Center. Program Administration: Develops and coordinates internal review systems to assure both clinical and administrative activities comply with agency and accrediting and regulatory requirements. Coordinates the preparation and submission of recurring monthly, quarterly and annual reports. Employs updated mechanisms proven to be effective in the provision of service. Prepares all necessary documentation for accreditation process. Ensures annual licenses of department are current and participates in annual site inspections. Budget Guidance and Administration: Provides oversight of an annual budget which includes budget formulation, justification, and execution; financial management; and financial reporting. Develops the need for an maintains an awareness of available resources, and makes recommendations to Medical Center executives regarding needs, distribution or redistribution of these resources. Prepares, reviews and submits budget estimates to executive leadership, analyzes program plans and information, and identifies need for changes. Direction/ Long-Range Planning: Develops both long and short-range policies and plans for the Division by coordinating the medical administrative needs of the Division for the medical center. Provides planning direction for the division. Identifies needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Quality/ Productivity Goals: Establishes minimum standards for quality and productivity. Directs program implementation and productivity programs for the Division. Conducts surveys and reviews to ensure that optimal patient care is being provided and that Medical Center resources are being appropriately and fully utilized. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a program of volunteers and contributing organizations within a medical or hospital setting; development and implementation of a detailed marketing plan for a specialized program; managing a program service budget and managing a donation needs list of an organization; utilizes laws and regulations governing the General Post Fund and solicitation and acceptance of donated gifts; and understanding and applying personnel management practices for interviewing, screening, placing, and counseling purposes OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M., if related. Degree must be in a field that has equipped the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled. NOTE: Transcripts must be provided with application if you are using education as part of your qualifications. Education cannot be credited without documentation. OR, Combination of Education and Experience: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education (beyond 2-years of graduate/Masters level education) may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. NOTE PERTAINING TO DETERMINING EXPERIENCE: First determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits at a desk or table with some walking and standing. Incumbent may be required to travel to other VA's.
