You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) for the DELEGATED EXAMINATION (DE) CENTER OF EXCELLENCE (COE) of OFFICE OF CIVILIAN HUMAN RESOURCES OPERATIONS.
Duties
You will be a first-level supervisor of Human Resources Specialist and assistants who recruit employees for hard-to-fill positions, using all available recruitment sources.
You will assure uniform application of all policies and procedures across the full range of recruitment actions.
You will render decisions and advice subordinates concerning legal and regulatory issues affecting recruitment actions.
You will assigns and approves work to subordinates, evaluates performance, approves leave, recommends awards and discipline, and performs a full range of administrative supervisory duties.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing technical guidance and advisory services on recruitment and placement methods and procedures, to include delegated examining, to ensuring the execution of quality HR products and services in support of an organizations mission. Examples of qualifying experience may include, and are not limited to: 1) Providing comprehensive recruiting services for hard-to-fill positions from a variety of recruitment sources by applying Federal, Office of Personnel Management (OPM), Department of Defense (DoD), and Department of Navy (DON) human resources concepts, principles, laws, and regulations; 2) Leading/managing people and HR projects, along with writing up findings and briefing staff; 3) Providing advice to managers, HROs, and HR specialists regarding a variety of recruitment strategies for Delegating Examining and/or Merit Promotion which include Demonstration projects/pay banding; 4) Evaluating and resolving command recruitment needs and provides when necessary, innovative approaches and solutions for unusual needs/complex problems; 5) Understanding a variety of OPM and DoD direct hire authorities to advise on the flexibilities and differences in their laws and use.
