You will serve as Workforce Relations Department Head in the Office of Civilian Human Resources, Support Directorate of OCHR SILVERDALE OPERATIONS CENTER. Duties

You will be responsible for managing programs consisting of a staff of approximately 150 administrative civil service and contracted professionals, geographically dispersed throughout the country. You will be responsible for managing Labor/Employee Relations, Personnel Security, Suitability and workplace Alternative Dispute Resolution for the DON/USMC activities stateside and overseas. You will be responsible directly and through subordinate supervisors for organizing, planning and directing the operations of the department. You will be responsible for local or DON wide policy development and evaluation of proposed policy and operational changes for programs assigned. You will be responsible for coordinating interrelated activities and to resolve operational problems that cross functional lines. You will be responsible for exercising personnel management responsibilities through multiple subordinate Division Heads. You will be responsible for planning and assigning work, set priorities, advise employees on program goals and objectives and makes decision on work problems presented by subordinate supervisors. You will be responsible for briefing higher ranking officials on workforce relations to both reiterate program policies and processes and implementing new and sometimes controversial policies designed to improve service delivery.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: labor relations, employee relations, alternate dispute resolution, Suitability and Operations Personnel Security.
